Regulations of the Chinese Communist Party Branch Work
Chapter 1 General Provisions
Article 1
In order to uphold and strengthen the Party's overall leadership, carry forward"Branch established in the company”Glorious tradition, implement the Party's responsibility to govern the Party and the requirement of exercising strict governance over the Party comprehensively, comprehensively enhance the organizational capacity of Party branches, strengthen the political functions of Party branches, give full play to the role of Party branches as fighting bastions, consolidate the organizational foundation for the Party's long-term governance, and based on the Constitution of the Chinese Communist Party and relevant Party regulations, these regulations are formulated.
Article 2
The Party branch is the basic organization of the Party, the basic unit for the Party organization to carry out work, the fighting bastion of the Party in the grassroots organizations of society, and the foundation of all the Party's work and fighting strength. It undertakes the responsibilities of directly educating, managing, and supervising Party members, and organizing, publicizing, uniting, and serving the masses.
Article 3
The work of the Party branch must abide by the following principles: (1) Adhere to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory,"Three Represents”Important Thought, Scientific Outlook on Development, Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guidance, abide by the Party Constitution, strengthen ideological and theoretical education, strengthen the ideal and belief, keep in mind the original intention and mission, and always maintain its advanced nature and purity."Four consciousnesses”firm"Four confidences”to do"Four obediences”Clearly emphasize politics, resolutely uphold General Secretary Xi Jinping's core position in the Party Central Committee and the entire Party, and resolutely uphold the authority and centralized and unified leadership of the Party Central Committee. (3) Adhere to the practice of the Party's purpose and the mass line, organize and guide Party members and the masses to listen to and follow the Party, and become the backbone of Party members and the masses. (4) Uphold democratic centralism, develop intra-Party democracy, respect the leading role of Party members, uphold Party discipline, improve the ability to solve its own problems, and enhance its vitality and vigor. (5) Adhere to focusing on the central task and serving the overall situation, give full play to initiative, proactiveness, and creativity, and ensure the implementation of the Party's guidelines, policies, and decisions.
Chapter 2 Organizational Setup
Article 4
Party branches are generally set up based on units and regions, mainly through independent establishment. Enterprises, rural areas, government agencies, schools, scientific research institutes, communities, social organizations, People's Liberation Army and armed police units (companies and above), and other grassroots units, where there are formal Party members3and above, should establish Party branches. The number of Party members in a Party branch generally should not exceed50people.
Article 5
Innovate the forms of Party branch setup in combination with actual conditions to achieve full coverage of the Party's organization and work. Large-scale, cross-regional farmer professional cooperatives, professional markets, commercial streets, business buildings, etc., which meet the conditions, should establish Party branches. Units with fewer than3formal Party members should establish joint Party branches according to the principle of geographical proximity, similar industries, appropriate scale, and ease of management. The number of units covered by a joint Party branch generally should not exceed5units. For6months or longer projects and tasks, if conditions are met, a Party branch should be established. For areas with a large number of mobile Party members, whose work locations or residential locations are relatively fixed and concentrated, the Party organization in the place of origin should, in consultation with the Party organization in the place of arrival, establish a Party branch for mobile Party members relying on industrial parks, chambers of commerce, industry associations, and overseas offices, etc.
Article 6
The establishment of a Party branch is generally initiated by an application from a grassroots unit. The township (street) or unit's grassroots Party committee will hold a meeting to discuss and decide and issue an approval, which generally should not take more than1months. After the grassroots Party committee approves, the grassroots unit will hold a Party member meeting to elect the Party branch committee or the secretary and deputy secretary of a Party branch without a committee. The approval and election results are filed with the superior Party committee's organization department. According to work needs, the superior Party committee can directly make a decision to establish a Party branch in a grassroots unit.
Article 7
For Party branches that no longer meet the establishment conditions due to changes in the number of Party members, location of the unit, or region, the superior Party organization should adjust or cancel them in a timely manner. The adjustment and cancellation of Party branches are generally approved by the Party branch to the township (street) or unit's grassroots Party committee, or the township (street) or unit's grassroots Party committee can directly make the decision and report it to the superior Party committee's organization department for the record.
Article 8
For institutions temporarily established to perform a certain task, and whose Party members' organizational relations are not transferred, a temporary Party branch may be established with the approval of the superior Party organization. The temporary Party branch mainly organizes Party members to conduct political study, education, management, and supervision of Party members, and conducts education and training for prospective Party members. It generally does not develop Party members, punish or deal with Party members, collect Party dues, elect representatives to Party congresses, or conduct term changes. The secretary, deputy secretary, and members of the temporary Party branch are appointed by the Party organization that approved its establishment. After the temporarily established institution is abolished, the temporary Party branch is automatically abolished.
Chapter 3 Basic Tasks
Article 9
The basic tasks of the Party branch are: (1) Propagate and implement the Party's theories, lines, principles, and policies, and propagate and implement the resolutions of the Party Central Committee, the superior Party organization, and this Party branch. Discuss and decide or participate in deciding important matters in this region, department, or unit, give full play to the exemplary role of Party members, unite and organize the masses, and strive to complete the tasks undertaken by this region, department, or unit. (2) Organize Party members to earnestly study Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory,"Three Represents”Important Thought, Scientific Outlook on Development, Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and promote"Two Studies, One Implementation”Regularly and systematically study and implement the Party's guidelines, policies, resolutions, basic knowledge, and scientific, cultural, legal, and professional knowledge. Conduct effective ideological and political work. (3) Educate, manage, supervise, and serve Party members, emphasizing political education, improving Party member quality, strengthening ideals and beliefs, enhancing Party spirit, strictly observing Party organizational life, conducting criticism and self-criticism, upholding and enforcing Party discipline, supervising Party members in fulfilling their duties, and protecting their rights. Improve and strengthen the management of mobile Party members. Care for and support Party members with financial difficulties and veteran Party members. Properly handle Party dues collection, use, and management. Deal with unqualified Party members in a steady and regulated manner. (4) Maintain close ties with the masses, publicize Party policies to the masses, regularly understand the masses' criticism and opinions of Party members and Party work, understand the needs of the masses, protect the legitimate rights and interests of the masses, conduct ideological and political work among the masses, and unite the wisdom and strength of the masses. Lead the trade unions, Communist Youth League, women's organizations, and other mass organizations in the region, department, or unit, and support them in carrying out their work independently and responsibly in accordance with their respective charters. (5) Educate and train prospective Party members, conduct regular work to develop Party members, prioritize political standards, strictly follow procedures and discipline, and develop Party members with pure political qualities. Discover, cultivate, and recommend outstanding talents among Party members and the masses. (6) Supervise Party and government officials and any other staff members to strictly abide by national laws and regulations, national financial and economic regulations, and personnel systems, and prevent them from encroaching on the interests of the state, collectives, and the masses. (7) Provide practical and constructive suggestions on Party building and Party work, and promptly report important situations to higher-level Party organizations. Educate Party members and the masses to consciously resist unhealthy trends and resolutely fight against various violations of discipline and law. (8) In accordance with regulations, report the Party's work to Party members and the masses, and publicize relevant Party affairs.
Article 10
Party branches in different fields, combining their own realities, undertake different key tasks respectively: (1) Village Party branches comprehensively lead all types of organizations and work within their villages, focusing on implementing the Rural Revitalization Strategy, organizing and leading farmers to develop collective economies, pursuing common prosperity, leading village governance, and building harmonious and beautiful villages. Party branches in impoverished villages should mobilize and lead the masses to win the battle against poverty. (2) Community Party branches comprehensively lead all types of organizations and work within their communities, focusing on consolidating the Party's governing foundation in cities and improving the well-being of the masses, leading grassroots social governance, organizing and integrating resources in the jurisdiction, serving community residents, maintaining harmony and stability, and building a better home. (3) Party branches in state-owned and collective enterprises ensure and supervise the implementation of the Party's and state's guidelines and policies, focusing on enterprise production and operation, participating in major enterprise decision-making as stipulated, serving reform and development, uniting employees, building enterprise culture, and creating first-class achievements. (4) Party branches in higher education institutions ensure and supervise the implementation of the Party's education guidelines, consolidate the guiding position of Marxism in the ideological field of higher education, strengthen ideological and political guidance, strengthen the foundation of students' ideals and beliefs, implement the fundamental task of cultivating morality and talent, and ensure the completion of various tasks in teaching, scientific research, and management. (5) Party branches in non-publicly owned economic organizations guide and supervise enterprises in strictly abiding by national laws and regulations, unite and bring together employees, legally protect the legitimate rights and interests of all parties, build advanced enterprise culture, and promote the healthy development of enterprises. (6) Party branches in social organizations guide and supervise social organizations in practicing law and acting in good faith, educate and guide employees to enhance political identity, and guide and support social organizations in participating in social governance, providing public services, and assuming social responsibilities in an orderly manner. (7) Party branches in public institutions ensure and supervise the correct direction of reform and development, participate in important decision-making, serve talent growth, and promote the development of undertakings. Party branches that play a leading role in public institutions discuss and make decisions on major issues. (8) Party branches in Party and state organs at all levels carry out work around serving the center and building teams, playing a role in educating, managing, and supervising Party members, assisting the administrative heads of their departments in completing tasks and improving work. (9) Party branches of mobile Party members organize mobile Party members to conduct political studies, maintain organizational life, conduct democratic appraisals, guide Party members to fulfill their duties as Party members, exercise their rights as Party members, and give full play to their role. The democratic appraisal and other situations of mobile Party members whose organizational relations are not in this Party branch should be reported to the Party branch where their organizational relations are located. (10) Party branches of retired cadres and employees publicize and implement the Party's guidelines, policies, and principles, organize participation in learning and conduct Party organizational life according to the actual situation of Party members, listen to opinions and suggestions, and guide them to play their role in combination with their own actual situation.
Chapter 4 Working Mechanism
Article 11
The Party branch members' meeting is the deliberative and decision-making body of the Party branch, attended by all Party members, generally held quarterly1times. The powers of the Party branch members' meeting are: to listen to and examine the work report of the Party branch committee; to carry out Party branch elections according to regulations, recommend candidates for representatives to attend higher-level Party congresses, and elect representatives to attend higher-level Party congresses; to discuss and vote on the acceptance of probationary members and the transfer of probationary members to full membership, the extension of the probationary period, or the cancellation of probationary membership; to discuss and decide on the commendation and reward, organizational disposal, and disciplinary punishment of Party members; and to decide on other important matters. Important matters in villages and communities, and matters closely related to the interests of the masses, must be discussed at the Party branch members' meeting. Before submitting the agenda of the Party branch members' meeting to a vote, sufficient discussion should be conducted. Voting can only be carried out if more than half of the Party members with voting rights are present, and the number of votes in favor exceeds half of the Party members with voting rights who should be present.
Article 12
The Party branch committee is the leading body for the daily work of the Party branch. The Party branch committee meeting is generally held monthly1times, and can be convened at any time as needed, to discuss and make decisions on important Party branch work. More than half of the committee members must be present for the Party branch committee meeting to proceed. Important matters should generally be discussed at the Party branch committee meeting before being submitted to the Party branch members' meeting for decision.
Article 13
Party branches with a large number of Party members or where Party members' work or residence is relatively dispersed should, in accordance with the principle of facilitating the organization of activities, be divided into several Party groups, and Party group leaders should be established. Party group leaders are appointed by the Party branch, or can be recommended by the Party members in the Party group. Party groups mainly implement the work requirements of the Party branch and complete the tasks assigned by the Party branch. Party group meetings are generally held monthly1times, organizing Party members to participate in political studies, heart-to-heart talks, criticism and self-criticism, etc.
Article 14
The Party branch members' meeting and the Party branch committee meeting are convened and presided over by the Party branch secretary. If the secretary cannot attend the meeting, the deputy secretary or a committee member can be entrusted to convene and preside over the meeting. The Party group meeting is convened and presided over by the Party group leader.
Chapter 5 Organizational Life
Article 15
The Party branch shall strictly implement the Party's organizational life system, regularly, earnestly, and seriously carry out criticism and self-criticism, and enhance the political nature, timeliness, principles, and fighting capacity of intra-Party political life. Party and government leading cadres should take the lead in participating in the organizational life of their respective Party branches or Party small groups.
Article 16
The Party branch shall organize Party members to participate in Party congresses, Party small group meetings, and Party lectures on schedule, and hold regular meetings of the Party branch committee. ""Three Meetings and One Class"”It should highlight political study and education, highlight Party spirit training, with"Two Studies, One Implementation”as the main content, combined with the ideological and work realities of Party members, determine the theme and specific methods, so as to achieve diverse forms and a solemn atmosphere. Party lectures should target the ideological and work realities of Party members, respond to universally concerning issues, focus on people around them talking about things around them, and enhance their attractiveness and appeal. Party and government leading cadres should regularly give Party lectures to grassroots Party members, and the Party committee (Party group) secretary should give at least1Party lectures per year. The Party branch holds relatively fixed1days each month to carry out themed Party days, organizing Party members to conduct concentrated study, conduct organizational life, conduct democratic discussions, and conduct volunteer services, etc. Before carrying out the themed Party days, the Party branch should carefully study and determine the theme and content; after carrying out, it should ensure the organizational implementation of the agreed matters. For Party members whose organizational relations can be exempted from transfer with the consent of the Party organization, the Party organization of the unit where they are located can include them in a Party branch or Party small group to participate in organizational life.
Article 17
The Party branch holds at least1organizational life meetings per year, generally arranged in the fourth quarter, but can also be held at any time as needed. Organizational life meetings are generally held in the form of Party branch member meetings, Party branch committee meetings, or Party small group meetings. The organizational life meeting should determine the theme, conduct serious study before the meeting, have heart-to-heart talks, and listen to opinions; during the meeting, problems should be identified, and criticism and self-criticism should be carried out, and the direction of rectification should be clarified; after the meeting, rectification measures should be formulated and implemented one by one.
Article 18
The Party branch generally conducts1democratic appraisals of Party members per year, organizing Party members to compare themselves with the standards of qualified Party members and the oath of joining the Party, and conduct Party spirit analysis in connection with their personal realities. The Party branch holds a Party member meeting, and according to the procedures of personal self-evaluation, mutual evaluation by Party members, and democratic evaluation, organizes Party members to conduct appraisals. Party branches with a large number of Party members can conduct personal self-evaluation and mutual evaluation by Party members within the Party small group. The Party branch committee meeting or Party member meeting puts forward appraisal opinions based on the appraisal situation and the daily performance of Party members. Democratic appraisal of Party members can be conducted together with organizational life meetings.
Article 19
The Party branch should frequently conduct heart-to-heart talks. Between members of the Party branch committee, between members of the Party branch committee and Party members, and between Party members, heart-to-heart talks are generally conducted no less than1times per year. Heart-to-heart talks should be frank, exchange ideas, exchange opinions, and help improve. The Party branch should pay attention to analyzing the ideological status and psychological state of Party members. For Party members whose families have experienced major changes, encountered major difficulties, or have prominent problems with their physical and mental health, the Party branch secretary should help conduct psychological counseling; for Party members who have been punished or have adverse feedback, the Party branch secretary should conduct targeted ideological and political work.
Chapter 6 Party Branch Committee Construction
Article 20
Party branches with more than7full members shall establish a Party branch committee. The Party branch committee is composed of3to5members, generally not exceeding7members. The Party branch committee sets up a secretary and an organizational member, a publicity member, a discipline inspection member, etc., and if necessary, it can set up1deputy secretaries. Party branches with fewer than7full members shall set up1secretary, and if necessary, it can set up1deputy secretaries.
Article 21
The term of office of the village and community Party branch committees is5years, and the term of office of other grassroots unit Party branch committees is generally3years. The Party branch committee is elected by the Party branch member meeting, and the Party branch secretary and deputy secretary are generally elected by the Party branch committee meeting; for Party branches without a committee, the Party branch secretary and deputy secretary are elected by the Party branch member meeting. The elected Party branch members shall be submitted to the higher-level Party organization for the record; the Party branch secretary and deputy secretary shall be submitted to the higher-level Party organization for approval. If there are vacancies in the Party branch secretary, deputy secretary, or committee member, they should be filled promptly. If necessary, the higher-level Party organization can assign the Party branch secretary or deputy secretary. A sound mechanism for reminding and urging Party branches to hold regular terms shall be established. According to the organizational affiliation and cadre management authority of the Party organization, for Party branches whose terms have expired, the higher-level Party organization shall generally remind them to make preparations for the change of terms6months in advance in the form of a letter or telephone notification. For those that need to be postponed or advanced, they should be carefully reviewed and strictly controlled, and the extension or advance period should generally not exceed1years.
Article 22
The Party branch secretary presides over the overall work of the Party branch, urges other members of the Party branch to perform their duties and play their roles, improves the Party branch committee's own construction, and reports to the Party branch committee, Party member meeting, and higher-level Party organization. The deputy secretary of the Party branch assists the Party branch secretary in carrying out the work. Other members of the Party branch carry out the work according to their responsibilities.
Article 23
The Party branch secretary should have good political qualities, love the Party's work, have a certain level of policy theory, organizational and coordination abilities, and mass work skills, be daring to take responsibility, willing to dedicate, take the lead in playing an exemplary role, have high prestige among Party members and the masses, and generally should have1years or more of Party membership.
Article 24
The higher-level Party organization should, in combination with the actual situation in different fields, highlight the political standards, and adopt various methods according to the organizational procedures to select outstanding Party members who meet the conditions to serve as Party branch secretaries. Village and community committees should prioritize selecting Party branch secretaries from among villagers with strong ability to enrich others, demobilized and returned servicemen, business and technical personnel, rural teachers, rural doctors, social workers, university village officials, and retired cadres and employees. For those lacking suitable candidates, higher-level Party organizations may select Party branch secretaries across regions or from government agencies and enterprises and institutions. According to work needs, higher-level Party organizations may select outstanding cadres to serve as the first Party branch secretaries in villages and communities, guiding and assisting Party branch secretaries in their work, mainly undertaking responsibilities and tasks such as strengthening Party branches, promoting central tasks, serving the people, and improving governance levels. Qualified village and community Party branch secretaries may, through legal procedures, serve as directors of village committees or residents' committees. In government agencies, state-owned enterprises, and public institutions, the Party branch secretary is generally the main leader of the department or unit, but may also be another leader within the department or unit. According to work needs, higher-level Party organizations may select and assign Party members and cadres to serve as full-time Party branch secretaries. In non-public economic organizations and social organizations, Party branch secretaries are generally selected from the management layer, with an emphasis on selecting from among business backbones. If there are no suitable candidates, the higher-level Party organization may assign a Party branch secretary. Strengthen the construction of the reserve force of Party branch secretaries, pay attention to identifying outstanding Party members for training as reserve personnel for Party branch secretaries, and establish a talent pool of reserve personnel for Party branch secretaries in villages, communities and other fields.
Article Twenty-Five
Higher-level Party organizations should regularly provide training for Party branch secretaries, deputy secretaries, and other committee members. Training for Party branch secretaries is included in the training plan for Party members and cadres. Newly appointed Party branch secretaries should receive on-the-job training. The Central Organization Department organizes model training for Party branch secretaries; local, industry, and system organizations generally conduct tiered and classified training for all Party branch secretaries according to the affiliation of the Party organization. Each Party branch secretary should participate in at least1a centralized training session held by a county-level or above Party organization annually. Pay attention to integrated arrangement, prevent frequent training, and ensure that Party branch secretaries perform their daily work. Training for Party branch secretaries, deputy secretaries, and other committee members should emphasize the basic theories, policies, and knowledge of the Party, the basic requirements of Party affairs work, the fine traditions and styles of the Party, Party regulations and discipline, etc. Pay attention to leveraging the role of excellent Party branch secretaries in mentoring and helping others.
Article Twenty-Six
Prioritize selecting township and street leaders, recruiting civil servants, and recruiting personnel for public institutions from among outstanding village and community Party branch secretaries. Cultivate and establish advanced examples of Party branch secretaries, and commend and praise outstanding Party branch secretaries.
Article Twenty-Seven
Members of the Party branch committee should consciously accept supervision from higher-level Party organizations, Party members, and the masses, and strengthen mutual supervision. Party branch secretaries should report their work to the higher-level Party organization and the Party branch members' meeting annually, accept evaluation and assessment, and the assessment results will be used as an important basis for advanced commendation, selection and use.
Article Twenty-Eight
Establish a working mechanism for the continuous rectification of weak and lax Party branches. Higher-level Party organizations should promptly make adjustments for those who are unsuitable to serve as Party branch secretaries, deputy secretaries, and committee members. For problems such as vote-buying and bribery in elections, interference and infiltration by clan, religious, and black forces, higher-level Party organizations should promptly and seriously deal with them.
Chapter Seven: Leadership and Guarantee
Article Twenty-Nine
All levels of Party committees (Party groups) should regard Party branch construction as the most important basic construction, regularly study and discuss it, strengthen leadership and guidance, and effectively fulfill their primary responsibilities. County-level Party committees should at least conduct a special study on1Party branch construction work annually. Secretaries of Party committees (Party groups) at all levels should take the lead in establishing contact points for Party branch work, take the lead in conducting in-depth investigations and studies at the grassroots level, identifying and solving problems, and summarizing and promoting experience.
Article Thirty
Party committee organization departments should frequently analyze and judge the situation of Party branch construction, strengthen classified guidance and supervision and inspection, expand the increment of advanced Party branches, improve the level of intermediate Party branches, and rectify backward Party branches. Strengthen the standardized and standardized construction of Party branches. Basic-level Party committees should generally be equipped with full-time or part-time organizers to strengthen specific guidance on Party branch construction. Party committee organization departments at all levels should pay attention to understanding and grasping the daily performance of Party members and cadres through Party branches, and cadre investigations should solicit the opinions of the Party branch where the person being investigated is located. Village and community Party branch secretaries are included in the filing management of the county-level Party committee organization department.
Article Thirty-One
The work of village and community Party branches is included in the content of the county-level Party committee's inspection and supervision work.
Article Thirty-Two
The situation of Party branch construction should be included as an important content of the work report and assessment of the Party secretaries at all levels in grasping grassroots Party building, serving as an important basis for judging their performance in fulfilling their political responsibilities in governing the Party. For those who fail to effectively grasp Party branch construction and fail to implement various tasks, the higher-level Party committees and their organizational departments should conduct talks. For serious problems in Party branch construction that are strongly reflected by Party members and the masses, they should be held accountable in accordance with regulations.
Article Thirty-Three
All levels of Party organizations should provide the necessary conditions for Party branches to carry out their work and provide financial guarantees. Enhance the ability to guarantee the operating funds of village and community Party branches, implement the remuneration and treatment of village and community Party branch secretaries, and establish a normal growth mechanism according to the local economic development level. Provide financial support for Party branch work in non-public economic organizations and social organizations. Strengthen the construction of activity venues for grassroots Party organizations in villages, communities, and parks, actively use modern technology and information technology, and give full play to the comprehensive functions of office meetings, conducting Party activities, and providing convenient services. Party dues managed by county-level and above Party committees should be allocated to Party branches at a certain percentage each year, focusing on supporting the Party branches of poor villages, Party branches of struggling state-owned enterprises, Party branches of non-public economic organizations and social organizations, Party branches of floating Party members, and Party branches of retired cadres and employees to carry out Party activities.
Chapter Eight: Supplementary Provisions
Article Thirty-Four
Village and community grassroots Party committees and general branch committees shall implement this Regulation.
Article Thirty-Five
The Central Military Commission may formulate relevant regulations in accordance with this Regulation.
Article Thirty-Six
This Regulation shall be interpreted by the Central Organization Department.
Article Thirty-Seven
This Regulation shall come into effect on2018year10month28Effective from the date of promulgation. Other regulations concerning Party branches that are inconsistent with this regulation shall be implemented in accordance with this regulation.
Main Responsibilities of the Party Branch Secretary:
1. Responsible for convening branch committee meetings and branch member meetings; combining with the specific situation of the unit, conscientiously conveying and implementing the Party's guidelines, policies, resolutions, and instructions from higher levels; researching and arranging branch work, and promptly submitting major issues in branch work to the branch committee and branch meetings for discussion and decision.
2. Understand and grasp the ideological, work, and learning situations of Party members, solve problems promptly when discovered, and conduct regular ideological and political work.
3. Inspect the implementation of the branch's work plans and resolutions, and any problems that arise, and report work on time to the branch committee, member meetings, and higher-level organizations.
4. Maintain close contact with branch committee members and administrative leaders at the same level, exchange information, support their work, coordinate the relationship between the Party, government, labor union, and youth league within the unit, and fully mobilize the enthusiasm of all aspects.

Main Responsibilities of the Organization Committee Member:
Under the collective leadership of the branch committee, the organization committee member of the Party branch is responsible for the organizational work of the branch. The main responsibilities are as follows:
1. Understand and grasp the organizational status of the branch, and based on the actual situation, put forward opinions on the division and adjustment of Party small groups, and inspect and supervise Party small groups in holding organizational life meetings.
2. Understand and grasp the ideological status of Party members, assist the publicity committee member and discipline inspection committee member in conducting ideological and disciplinary education for Party members, collect and organize the exemplary deeds of Party members, and promptly put forward suggestions to the branch committee for commending and rewarding Party members.
3. Responsible for the work of developing Party members. Understand and grasp the situation of activists who want to join the Party in a timely manner, and be responsible for the cultivation, education, and examination of activists. In accordance with the guiding principles of developing Party members, formulate practical and feasible plans for developing Party members. Specifically handle the procedures for accepting new Party members and the transfer of probationary Party members to full membership.
4. Do a good job in the management of Party members. For example, transferring Party membership relations, collecting Party dues on time, completing regular statistics of Party members, Party member registration, and appraisal, etc.
Main Responsibilities of the Publicity Committee Member:
Under the collective leadership of the branch committee, the publicity committee member of the Party branch is in charge of publicity work. The main responsibilities are as follows:
1. Understand and grasp the ideological situation of Party members and the masses, put forward opinions on publicity and education work, and formulate and put forward learning plans and suggestions.
2. Organize Party members to earnestly study Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, and the important thought of "Three Represents," study current affairs and politics, and complete learning tasks assigned by higher levels, organize Party lessons, and do a good job in ideological and political work.
3. Centered around the central work of the branch. Carry out various forms of publicity and mobilization work and thematic education activities. Guide the masses in the unit to learn scientific and cultural knowledge, and organize various cultural and sports activities.
4. Do a good job in the communication and distribution of Party newspapers and periodicals, and run the publicity platform of the unit well.
Main Responsibilities of the Discipline Inspection Committee Member:
Under the collective leadership of the branch committee, the discipline inspection committee member of the Party branch is in charge of discipline inspection work. The main responsibilities are as follows:
1. Regularly conduct Party discipline education for Party members, continuously improving the consciousness of all Party members in observing discipline and law.
2. Responsible for inspecting the implementation of the "Several Regulations on Intra-Party Political Life," "Several Regulations on Clean Governance," and "Discipline Punishment Regulations" by Party members, and resolutely fight against various violations of discipline and corruption.
3. Protect the democratic rights of Party members from infringement. Responsible for accepting and forwarding the accusations and appeals of Party members. Investigate and understand the situation of Party members who have been punished in correcting their mistakes.
4. Regularly conduct disciplinary supervision of Party members, seriously investigate, and promptly handle cases of Party members violating the Party Constitution and Party discipline.
5. Regularly report and reflect the situation of Party spirit and Party discipline in the unit to the branch committee and higher-level Party organizations.
6. In accordance with the requirements of higher levels, truthfully and promptly report the income of leading cadres at the county level and above.
